Ah, yes, I think I know what's wrong, or better: what causes the problem. The RAP Runtime contribution is located in a separate validation set. This was necessary because we switched to negative p2 requirements in our RAP Runtime features to express the incompatibility with SWT bundles. Each of the validation sets is validated separately, features/bundles/IUs from other validation sets are not visible.
