Technically, no, only .../releases/kepler is guaranteed to be persistent. 
Its also the only one that "hooks in" to the EPP repository. And it does 
not "hook into" RC2 until its declared ... approximately 9 AM today. 

Those other subdirectories you mention will "disappear" as we come out 
with the release in the weeks ahead. In theory, from the time you are able 
to see them, until the time we declare RC2 there is a chance they could 
change, though that doesn't happen often ... it does happen occasionally. 

(Not sure why you are asking, what you want to accomplish, so just stating 
the minimum answer to your question.)
