I just tested installing CDT RC3 on Eclipse Platform RC3 with Java 6. Restarted, then plugins didn't load (expected). Then restarted again with Java 7 and it worked correctly, I was able to create a Hello world project and build it. But I did not use -clean in any steps.
Interestingly, I tried again and *did* use -clean for all the steps, then I could reproduce the problem!
