Thanks Konstantin, after adding this repository to my pom, I'm able to get a little bit further. Now it's stuck on com.ibm.icu (ICU4J).
I get the feeling that I'm missing something fundamental here - this stuff hasn't changed in years, and now I can't seem to make any progress with finding missing dependencies in Neon.
