Neon RC3 is now available for update at the built in URL of .../releases/neon, which now has RC3, RC2 and RC1 in its composite.
The EPP packages are available from the "developers tab" at www.eclipse.org/downloads (unless it is waiting for the package maintainer to confirm it). Thanks all for your contributions. One more to go!
