Could you summarize the Subversion SVN Team Provider situation? I looked
through my email logs and only found this, but I have a vague
recollection of there being more about the topic.

My guess is that if Eclipse Subversion SVN Team Provider is not part of
the Photon build, then to install this, users would need to select a
repository other than the Photon repository (when it is available). I
suppose they could try the Oxygen repository, which might work.
It seems to me that unless someone steps up to support the SVN project,
then the SVN plugin will no longer be a part of Photon and later
releases of Eclipse.
Does the above seem to be correct?

It's crunch time. At EOB tomorrow (Friday), we're going to disable the
aggregation files for those projects that have not opted into Photon.
Specifically, we're going to disable:

* Eclipse Sphinx
* Eclipse Target Management

They will no longer be part of builds, starting on Monday.
I believe that this will impact some package maintainers. Please be
ready to update your package definitions.
