I've opened https://bugs.eclipse.org/bugs/show_bug.cgi?id=547401 for Orbit and created the related CQ. I'm done for today, if someone wants to create the orbit 27.1 recipe in Orbit (it's not rocket science, there is even some script helping to generate it), that would really help moving this issue forward.
