Yes, that's intended. The Eclipse project contributed a build that has not undergone the full milestone procedure (AFAIK this rule applies to all M2 since the switch to the new cadence).

Retention of milestone builds is a separate issue, but since the bits are contained in the simrel repo there's probably no need to keep the contributed build via the project's download page.

Finally, M3 is about to be contributed this Friday.
