Yes. The recent outage has created many backlogs that are slowly clearing.
For a while the Bugzilla search indexc denied the existence of recent
Bugzillas; you had to know the number to read it.
There currently appears to be a 12 hour backlog on Bugzilla
notifications, CI build reports, mailing list postings.

August cross-project-dev postings do not yet appear in
