I use a content management tool called Hugo that allows me to tag my
articles. Hugo will generate an RSS feed for each tag and I share the RSS
feed with the tag "eclipse" on PlanetEclipse:
https://www.chrisguindon.com/tags/eclipse/index.xml

This allows me to write off-topic blog posts on my blog and make sure those
don't get posted to planeteclipse.org (..as long as I don't tag my post
with the term "eclipse.)

It's really easy nowadays to create a blog website using Hugo and free
hosting services such as Github pages. Here's some documentation on how to
do that with Hugo:
