Can you check https://download.eclipse.org/releases/2022-12/202212071000/
to see if the content you expected arrived in the SimRel repository for
RC2? That URL will be the release (assuming no respins).

I'll leave Ed to comment on the impact on the installer side as he knows
that part better.
