Thanks Pauline for sharing the reasons. I guess Papyrus will handle through its normal support channels that users can't update from 2023-06 to 2023-09 or else they may face the breakage you mention. This is because excluding Papyrus from SimRel won't prevent *Check for Updates* in Eclipse from updating JDT and Platform to 4.29 but leaving the 6.5 version of Papyrus.
