This includes instructions for how to set up a new development, *please
use it*, as well as detailed instructions for work with pull requests
for those familiar with Gerrit but not with the GitHub pull request
workflow. Even if you know that you know everything, *please read it

any questions you may have, rather than spamming the mailing list.
