I was looking at the question from Kevin below. We have a similar
issue in https://crosswalk-project.org/jira/browse/XWALK-2685 and you
reference a test case there:

This test seems to have gone from the testsuite. Do you know if it has
been moved or replaced, so we can trace down Kevin's issue.

There seems to be a test app exercising the content:// API instead, is
this being used in testing?
