Hi Doug, First let me clarify that crosswalk-cordova is just a development framework and there is no crosswalk-cordova apk.
By using corssawlk-cordova on shared mode, you would acquire the application apk by a much smaller size. Because the application apk is apart from necessary runtime files, there must be a Crosswalk Runtime Library apk to be installed on the device. The client apk has a built-in system that can download and update Crosswalk Runtime Library apk automatically on startup. We have a good version check mechanism so you don't have to worry about compatibility. Unfortunately, we only publish Crosswalk Runtime Library apk on Google Play currently for security reasons, and user interactions are inevitable during first run and update. I'm not sure if we would support the own host of runtime library apk by developers. I hope this can answer the questions you care about.
