You can use following command line to build one architecture at a time.

Cordova build -- --gradleArg=-PcdvBuildArch=arm
Cordova build -- --gradleArg=-PcdvBuildArch=x86

I'd love an answer to this too. I in fact posted this same question several 
days ago and it never showed up on the list. So far I'm editing 
platforms/android/build.gradle and commenting out the x86 section or ARM 
section, depending on which I need. And I am aware that that file says 
"generated file, do not edit." Unfortunately, that file doesn't say what 
generated it or how to generate an alternative file. :-(
