One way to verify that would be to build the app with Cordova and the 
cordova-plugin-crosswalk-webview (see 
https://crosswalk-project.org/documentation/cordova/cordova_4.html). If it 
works, then the problem is indeed with the fork and the only solution is that 
the Phonegap project rebases.

I didn't know about the spam attack. This sounds like something that jira 
should fix (captcha + rate limits for new users). It was just frustrating that 
I couldn't even comment on the jira issues :)


The discover-ability issue is not that bad:
I originally searched for "Contact us" or "Support" or "Issues". I could only 
find "Issues", and that was completely closed for the public. Then I looked at 
"Documentation" and "Blog" (and some blog articles) for contact options, and 
couldn't find any.
I finally looked at "Contribute" where I found the mailing lists :)
I now see that you can also find the mailing lists in FAQ as well :)




I've just tried your solution, and it doesn't work, i.e., I can still 
pull-to-refresh :(
I modified my config.xml:

so now it has:

also doesn't work:

Add <param name="XWALK_COMMANDLINE" value="--disable-pull-to-refresh-effect" /> 
as a child node to the Crosswalk gap:plugin element node.

Where did you look first? We can make sure there is a pointer there.

Fair point. For what it’s worth, the history is that Jira is our bug reporting 
system of choice, and we closed the github issue tracker to avoid having to 
track issues in two places. The Jira account creation was unrestricted until a 
few weeks ago, but we had to lock it because of a spam attack. But it does look 
bad for someone who just joined the project, so we need to either reopen it 
soon or find a way to have a better error message. In any case, if you haven’t 
given up yet I can send you an invite.

I've searched existing bugs and found these two:

The bug was closed without confirming the issue was resolved. And it wasn't.
The problem is on "Adobe Phonegap Build": it's an automated build system.
We can't pass command lines :)

this is the most closed open-source project I've seen. It took me forever to
