Yes you are right, seems like the Speech Synthesis API is supported in Chrome 
50 in Android based on http://caniuse.com/#search=Speech%20Synthesis .

Our beta build 20.50.533.8 is based on Chromium 50 and Canary build 21.51.545.0 
is based on Chromium 51. The Crosswalk 19 stable build 19.49.514.4 is based on 
Chromium 49 which means it doesn't support Speech Synthesis API.

Please review the Web Speech (including Speech Synthesis API) comparison test 
report, no outstanding gaps between Chrome 51 and Crosswalk 21. Maybe you can 
try our Crosswalk 20 beta builds at first.

i checked on the crosswalk documentation, and it seems it's not supporting any 
version of the Speech Synthesis API, supported in Chrome since version 45 on 
the desktop, and from version 50 in Android. is it right? i just need a 
confirmation.
