It sounds as though CC is trying to run that shell command (svn
co ...) and failing.
Is the svn command in the path for the user that CC is running under?
Have you tried running the command in your own prompt to check for
typos?
i.e.
>svn co http://xxx.xxx.0.xxx/pro/pro D:/ir/rails_apps/pronew/cruise/
projects/pronew/work --username yyyy --password tttt
