Going point about the types in the distributed cache vs types being given to
the partitioner -- I think that using the MapFn in the PType should be
sufficient for this though.
I'm taking a look at hacking in the PCollection reading into the partitioner
instead of the sequence file; that definitely looks to be the biggest chunk of
work in there.
