As per discussion on crunch-dev ("Javadoc improvements") we move classes around
between the types, util, and tool packages to improve design and documentation:
* Move tool.CrunchTool to util, leaving the tool package empty
* Move util.PTypes and util.Protos to the types package
* Remove the unused util.Collects class
