Banks are not bound by natural laws.

Try to convince your depository bank that the bank which missed its 
midnight deadline on a draft you deposited is responsible for the loss.

Sure, that's what the law SAYS, but banks don't operate that way.

Your depository bank will debit your account, even though the law 
says the other bank has to eat the loss.
