The states has a tendency to treat crypto like a weapon - export is (or
was, I think things may have relaxed) regulated.  From what I get, you
have no problem... a US based entity selling "weapons" to foreign bad
guys is worse than buying them abroad and bringing them home to the US
(at least in the case of crypto).  So if you're based in europe, you
should have no troubles (with US laws, that is).

If what you meant was, "do I need a license from the US Govmnt to get
the CryptoPP library?", then don't worry either - the statement deals
with exporters.  

In any case, that's my understanding of the situation... but I Am Not A
Lawyer.  Perhaps someone better qualified may wish to comment?
