I use CVS on Windows, and it's not that painful (no worse than CVS on Unix). Just get Cygwin (www.cygwin.com), and it includes everything needed to access CVS.
As a side note: If, on Windows, the cvs command line is intimidating you, then there are some great GUI clients available now. My personal favorite is TortoiseCVS (www.tortoisecvs.org). It integrates directly with the Explorer Shell. Pretty slick!
