Hi Everyone, I'd like to merge HMQV and CONSTEXPR into Master. Does anyone have any objections?
Please note CONSTEXPR underwent a somewhat big change at https://github.com/weidai11/cryptopp/commit/f0e7b45bcbcc5b97. It mostly affects BSDs, Linux, Solaris and Unix due to GCC. I don't believe it affects Windows and Visual Studio. If in doubt, then re-test the CONSTEXPR dev-branch.
