Not sure if this is the right list; sorry if it's not. Anyways, I was
watching a match on GOTV earlier, and noticed occasional bursts of network
lag. There had been discussion in chat from one of the players complaining
that one of their opponents was lagging, so I wasn't sure if the issue was
on my end, or if I was just seeing the lag of the player I was spectating.
Naturally, I attempted to set net_graph to 4, only to be greeted by a
message that the server was restricting it to 1. Unable to further analyze
the issue in game, I decided the match wasn't worth the effort of outside
analysis, and just stopped watching.

As I understand it, these convar restrictions are intended to hamper
cheating. If this is indeed the case, would it be possible to remove this
limitation for spectators, either by checking to see if the server is a
relay and ignoring restrictions, or (probably better from an anticheat
perspective) having the relay server strip the restrictions? Since the
stream is already on a sufficient delay to prevent ghosting, I can't
imagine any further cheating opportunities this would open up.

Thoughts?
