It means someone who is currently playing on a server has blackisted you
and you cannot join your server due to that. There is a cvar to turn it
off on TF2 so i assume it exists on CSGO too but i cannot remember now
what it was.

I cant play on my on server because somebody on my friendlist blocked
me? How does that make sense?
