(disclaimer: I've searched for others having this problem already, no luck)
We've got a CS:GO server going in armsrace mode. I was able to successfully define a custom weapon progression for T and CT teams by putting the desired weapons/order in the main gamemodes.txt file. I found this on the steam forums where it was discovered that you had to put it there, rather than your server's custom GameModes_Server.txt-type file, to have it use the weapon progression list/order you want. However we cannot get the server to "obey" the number of kills defined for each weapon. We have 3 kills set for all but the last 2 weapons (hegrenade and knifegg) - these last two are set to 1 each. Almost all of the rest of them, as soon as a player gets 1 kill, they get the next weapon. Strangely enough, for a couple of the shotguns in the progression list, it does make them get 3 kills before they advance. But only those couple of shotguns, and only until the server has worked through the map cycle (we just have shoots and baggage in the cycle). Once the server has gone through both maps, even for those 2 shotguns, it gives them the next weapon after the first kill. I'm about to try disabling MM and SM to see if it makes any difference, although I only have an AFK manager plugin running on this instance, so it seems unlikely anything would be hooking kills or weapons.
