Not that this would make any difference, but where in your command line
is the -ip xx.xx.xx.xx? I was having this same issue and moved it from
the end of the command line to the middle and now mine works correctly.
I was also putting ip xx.xx.xx.xx in my server.cfg, but I'm not having
to do this anymore.

command line option on the csgo server, the public ip address that valve
gets is wrong.
On my csgo go server i have -ip xxx.xx.xx.57, but whenever someone is in the
server, and you view their game info from steam you get the ip of
xxx.xx.xx.51. The 51 ip is my css server, and from the ip command line
option should not be with the csgo server. Is this a known issue?
