Ah, sorry about that. I didn't read carefully enough. :) I just tested this on my classic casual server. normally I have all cashawards turned off. But I enabled them temporarily and everything worked as expected. I didn't lost money for killing a regular player but I did lose the amount specified when killing a teammate.
