It seems like you are using workshop maps mingled in your maps folder
instead of using a workshop collection?
You should be using a workshop collection configuration OR stock maps with
a custom mapgroup - instead of mingling the stock and workshop.
When you use a workshop map like it's a stock map, you run the risk of the
public getting a "version mismatch" for the map which does not allow them
to connect until they dump their map file or you switch map.

Once you setup a WORKSHOP collection per valve instruction and check your
startup line:
In your sourcemod file... move the nextmap.smx file from plugins folder
into the "disabled" folder. then reboot.
sourcemod does not understand workshop maps which are not stock so it's
glitching your valve map end vote.

If you decide to go STOCK:  setup your custom mapgroup (add the mapgroup to
gameinfo and gamemodes as per valve instructions online), check your
startup line and add those maps to mapcycle.
