You rent just a csgo server from a provider or rent a whole server?

Choke/loss can be cpu or bandwidth related, set the client cvar net_graph
to 5 and see what happens.

Your server probably is running with a 128 tickrate, so the "sv" in
net_graph has to be 128+-. When choke/loss occur, if "sv" goes red(or
yellow) probably is cpu related, if the sv don't change probably is
bandwidth related.

Some tools like top(or htop), iftop, bwm-ng can help you to mitigate the
problem.
