This is not the issue we're experiencing --- although we are getting failed to 
join session (response code 2). We only have issues when Steam Community goes 
down. Servers with players in them become unjoinable if Steam community goes 
down and remain unjoinable until either they re-enter hibernation (everyone 
leaves) or they are restarted.

For those experiencing the same issues as Adam our configuration for 
hibernation is close to, if not the default:
sv_hibernate_when_empty 1
sv_hibernate_postgame_delay 5
sv_reservation_timeout 45

For us - hibernation resets the server reservation state. For example, if a 
server empties out it will be unjoinable (whether Steam Community went down or 
not) for the 5 seconds until the server enters hibernation. This however, is 
not an issue as the server immediately becomes joinable again when hibernation 
starts.

Myself and other managers and operators of CSGO servers are plagued with the

My testing shows no matter what cvar settings, the very second the server 
empties, all is lost.

The only resolution currently is a full server restart...one usually done 
manually and perhaps tedious to some.

Now I ask of Valve in this specific case, can we finally get something 
implemented to fix this issue that has been around for the better part of a 
year and a half?
