Not speaking on the instance but a previous experience, it falls within the contributor depending upon how much the original artist wishes to pursue action against the forgers.
Meaning that the original author would be the one to take them to court and exact compensation in excess to what valve offers if that was the case. Other than that the EULA is pretty clear in regards to the DMCA and takedown notices regarding it. At least that was my understanding after reading the EULA.
