I have the same problem on a server. Are you running a server with the plugin multi1on1?

Happens to me only when the server is empty and I'm the first to join a team, but it only does it when I try to join the terrorist team. It may just be coincidence but it seems to happen especially when the server is empty and you're the first to join a team. Sent from my phone. Typing joinsplitscreen in console gets past it.
