Here is a picture of what is happening. In red, I have highlighted people who are playing in community servers. I cannot join them through the friends list (I know that their servers are not full). The only way to join them is to some how have the IP of their server or to pester them for invites.
The person highlighted in blue is in a valve deathmatch server, and I can join him (as evidenced by the little bust with the + by him or whatever that is). The unhighlighted people are either playing in valve competitive servers (which can't be joined) or are simply not playing on a server. http://i.imgur.com/70x82J7.jpg This has been an issue since (I think) 3 updates ago, but I haven't heard much of it on SPUF or reddit, so I don't know if it is only effecting some servers, or if it's something the community just isn't aware of since the majority of players stick to valve servers.
