I just tried loading that map up on one of my private servers and had no
issue. I had the map subscribed to first because I was interested in
knowing if it was named something different than de_cache for workshop
updating purposes despite being in it's final release state. While I had
the file already, I changed the map to the workshop version of
cache...worked fine. Changed to a different map, then sm_votemap'd workshop
cache, loaded fine. Deleted the workshop folder from my client directory.
Reconnected to the server with dust2 loaded, changed map to workshop
Cache...worked fine. Thought i'd let you know I tried a couple things since
I had a little free time and couldn't replicate your results. Server has no
special plugins but does have sourcemod.
