Damaging is calculated correctly when a molotov is thrown, why not for
trigger_hurt brushes? 

Another example that affects a real map... The map de_tulip by catfood...
there is a small pit with some water it is not damaging at all. But it is
near some trigger_hurt brushes placed on other parts of the map. Bots will
not go into the pit to fetch the bomb http://imgur.com/n98z1AR
