That is indeed the best list on which to raise such questions, since it has as members not only the CSS Working Group, but also several very knowledgeable folks who have been studying and thinking about CSS for years. (So why does this list even exist? Because www-style is explicitly chartered to not be a support forum. This list is explicitly chartered to avoid theoretical discussions and feature requests. In many ways, the two lists are yin to the other's yang.) However, for those who wish to get straight to www-style, I recommend going to the list's page at <http://lists.w3.org/Archives/Public/www-style/> and searching the archives before signing up.
