for PC i use PSPad
For Mac i use BBEdit (which is not free) or NVU which is free.
I dontknow if this is what you are looking for.

I use HTML-Kit from www.chami.com. They have a plug-in for CSS which
works great for me. It's free if you don't want the registered version.
