Right. Virtual PC as a product is not what I meant, but rather the
technique of emulated (or virtualized) hardware to support multiple
simultaneous installs of Windows in order to keep each install clean.

Some QA departments have racks of computers; some create massively
multi-boot systems. But CSS development is sometimes referred to as
"Change Something and See" development, so being able to have all
sorts of OS's and IE versions open at once is a useful tool. Far
better than finishing a site, and then posting a "Site Check,
example.com -- esp Windows!!!" plea to the list.
