No, except for JavaScript, and that defeats is purpose. The "ugly dotted borders" do help a lot of users.
Thanks for the answers. My point was that I wanted to provide a clearer indication of the element in focus that I feel the dotted borders provide. I have no wish to use the Javascript method, since it detracts from the accessibility of the web page.
