Kevin, Here is my approach:
http://www.jimdavis.org/test/locked_left.htm View source to see the css. Note that a 100% wide div with borders left and right will force a horizontal scroll bar in FF and IE 6 in standards mode. Thus the need for slightly less than 100% width if borders are used.
