To make them even more of a hack and be in the way of maintenance?

On MSIE this is what conditional comments are for. Most browser hacks
work on the basis that the browser stops rendering the style sheet
data, if you add this somewhere in the HTML body, who knows what will
happen?

IMHO the style attribute should only used in the worst of all cases,
the power of CSS lies in separation into an own document and
application to n documents.
