That's why we're not _relying_ on anything - not even CSS or images or colors or sound or plug-ins - when developing for /users/ on the web. Just about everything can be 'off' by default, or by choice. There have to be fall-backs... I'm not even relying on screens when I do my /real/ world wide web development.
