You have:

height:600px

applied to #content, which might work in IE but won't help any other
browsers. You need instead:

min-height:600px

for all the good browsers to make this work. But it looks like you
also need to clear your floats, so that the #content actually contains
the floats; right now they are dropping out of it. Something like:

<br style="clear:both;">

before you close the #content div will do it.
