Yes, but I don't see any reason why you would use it on a <link
rel="stylesheet" ... >.

This page has examples: http://www.w3.org/QA/Tips/use-links
... and in those examples the title attribute is usually used for
linking to other pages or alternate content such as RSS. I've never
seen it recommended for stylesheets.
