You were born with the only tools you need for picking color schemes. There ain't no software that's gonna help. Training your color sensitivity will help. One way of doing that is to emulate others. Over time your taste will change, and your color will improve. If you want to 'pull' a color from a site, try the FF 'color picker' extension.
