Let's say: the page is build for non standards compliant IE, and then

Did you try: #content { clear: both; }? (sorry, no time to test).

[1] "The List's Thumb Rule": first build your pages for FF, test them 
every 15 min. in IE to see IE can handle the code, and then correct IE 
if needed with a 'conditional comment'.
