Because since XP SP2, a .htc file has to be served as with the correct 
mime type of

   text/x-component
i.e. http://www.satzansatz.de/cssd/js/csshover.htc

your server is misconfigured and serves it as
  text/plain
http://www.amanapart.net/heyah/csshover.htc

Compare both links in Opera, which indicates the mime type.

for some rudimentary info. Did never understand why this page doesn't 
state this clearly and in RED LETTERS. There is a link to Aldo's blog, 
and somewhere deep nested in the comments there you may find the 
relevant info.
Basically the idea is to configure the .htaccess file with
   AddType text/x-component .htc

You might update the behavior file to a version which allows for being 
called from an @imported style sheet.
